AB 2938: Polluter Pays - Waste Discharge Permit Fees (2002)

Summary

AB 2938 (2002) would have increased the maximum amount the State Water Resources Control Board can charge for a waste discharge permit fee from $10,000 to $35,000, and would have required new classes of polluters to obtain a permit.  Waste discharge permit fees are assessed against anyone who discharges waste into public lands or waters, and are intended to require polluters to pay for preventing or reducing degradation of public resources.
