Winners of state Sen. Joe Simitian’s 2009 “There Oughta Be A Law” contest traveled to Sacramento this week to testify on the merits of their proposed legislation. Soquel resident Liz Levy was one of them.

Levy won Simitian’s contest for her idea to clarify the state’s “parking cash out” program, where commuters qualify for subsidies to use alternative transportation. Senate Bill 425, inspired by Levy, tightens enforcement of the program and provides tax credits to businesses who support public transit.

“Parking cash out can significantly reduce solo commuting, freeing up roadways and reducing air pollution,” said Levy during Tuesday’s testimony, according to Simitian’s office. The bill now moves forward in the legislative process.
