SB 578 would require manufacturers of high production volume (HPV) chemicals to report to the Department of Toxic Substances Control (DTSC) specified information at specified times and to do so electronically. SB 578 would also require DTSC to: develop regulations; establish a tracking system; establish and administer a fee schedule; and assess the likelihood of human exposure resulting from each intended use of the chemical.
