SB 899: Derelict Fishing Gear (2007)

Summary

This bill codifies a provision of the Ocean Protection Council’s February 2007 resolution by:

  • Authorizing the Department of Fish and Game (DFG) to apply for and accept funds from certain entities to establish and implement a fishing gear loss prevention and recovery program – or to support an existing program;
  • Requiring DFG to include a toll-free telephone number and Internet website on fishing licenses and brochures by 2010 – so that people will know where to report abandoned fishing gear;
  • Requiring lost fishing gear to be reported on and after July 1, 2011;
  • Requiring OPC to maintain or support a database of known derelict fishing gear by July 1, 2011, if funding is available,  and to prioritize derelict fishing gear for removal by 2012;
  • Requiring all traps and trawl nets to be tagged or coded on and after July 1, 2011; and
  • Authorizing DFG to contract with appropriate parties for the above services if DFG does not have sufficient personnel available, and funds are available for that purpose.

After this bill passed the Legislature, Senator Simitian sent a letter to the Governor urging his signature on this bill.
