Summary

This bill establishes, within the Department of Health Care Services, the California Health Benefits Service Program to authorize and facilitate the creation of joint ventures among public health coverage programs, including existing publicly operated Medi-Cal managed care plans and the County Medical Services Program, which could provide health coverage to uninsured persons and health insurance purchasers, including individuals, employers and other health plan sponsors.
