SB 1450: Delta Stewardship Council (2010)

Summary

The Sacramento-San Joaquin Delta Reform Act of 2009, among other things, establishes the Delta Stewardship Council.  The council is required to develop, adopt, and commence implementation of a comprehensive management plan for the Delta by January 1, 2012.

The Council was appointed and began operations in March 2010 with a tight timeline to prepare an interim plan, as well as the longer term Delta plan. 

Normal contracting rules make it difficult for the Council to meet its planning deadline.  Senate Bill 1450 exempts the Council from certain contracting rules and requires the contracts be competitively bid.

After this bill passed the Legislature, Senator Simitian sent a letter to the Governor urging his signature on this bill.
