Background Information

Purpose of the Bill:

The Renewable Portfolio Standard requires that utilities obtain 20 percent of their electricity from renewable resources by 2010. During an informational hearing in February the Senate Energy Committee found that while utilities are well on their way to meeting this goal there are still some kinks in the existing RPS statute that need to be worked out.

This bill would restore provisions regarding biomass facilities that were unintentionally chaptered out last session, enabling them to be eligible for subsidies under the RPS. It also clarifies the intent of the legislature to allow municipal utilities to count the same types of technologies toward their RPS requirement as investor-owned utilities. 

Our state’s energy agencies have set an administrative goal of 33 percent by 2020. Given these aggressive targets it is important that the legislature make any statutory changes necessary to help utilities achieve them. This bill would make those statutory changes.
