AB 1143: Internet Communications Protection Act (2003)
Summary
AB 1143 (2003) would have protected the privacy of anonymous Internet users and given them greater means to fight frivolous lawsuits. It would have required that consumers be notified before their personal identities are disclosed by their Internet Service Provider as a result of a civil subpoena. Additionally, it would have allowed them to file a motion to dismiss such a subpoena under a standard of heightened judicial review.
